Devtools has been throwing errors since the release of 6.28. Both the new theme & new plugin aren’t seeing the shortcode ui plugin, so neither function of the devtools are able to finish the scaffolding. Admittedly, I’m still rather new to Grav, and some of the languages used in it.

Issue resolved. New software broke the dev environment
