You’ll want to create an issue at that skeleton’s repo so the author sees it.
Seems like it was updated 2 months ago. Is there a specific issue you have with the skeleton?
Even if the Grav version is older, you can install it and then do a bin/gpm selfupgrade to update Grav.
The Deliver theme has been updated recently; I guess the skeleton still works.
