Declaring taxonomy in a plugin

Is it possible to declare taxonomy from within a plugin’s yaml so that it extends existing taxonomy without having to declare it in the site.yaml file?

Why yes, I just updated the Archives plugin to do this very thing:

Dynamically add taxonomy types rather than requiring them to be set manually
