I have a couple of test sites on shared hosting where I do not have access to run command line. Is it possible to create users though the admin area or should I download the sites and run the commands… I could see this being a problem for production sites? Thanks!
You can also create .yaml files for new users in /user/accounts, if you have ftp access to the site.
