Can a Grav site be managed by a non developer?
I do have technical background as I’m a system admin. however no css / design capabilities.
I do need a very fast website full of content, images and videos that will look good.
also is there a community for Grav developers, designers?
I do think if you have a technical background you can manage this. I would start off with one of the Skeltons, Skeletons | Grav CMS. Having the admin plugin to I think would be useful.

As long as you can accept the defaults provided by a theme, you’re fine. However, as soon as you want to change the layout of pages, or add/change plugins, you will be confronted with Twig code, the template system. And off course, changes in fonts, colours, etc. will require css/scss.
Not many themes offer a wealth of options to change preferences. I’m not a user myself, but I think currently the paid Typhoon theme offers most options. You will get access to a dedicated repo to ask questions and log issues.

I am non developer, and for me Skeletons are a blessing, you can have a website very quickly.
If it is a corporate website I would suggest X-Corporation Skeleton, very easy to work with and very pleasant an aesthetic:
